overseas property buyers lounge

im thinking of buying a property overseas , ive £40,000 to spend would have more if not for the resession what country would be the cheapest and has anyone experienced places like bulgaria i would like to hear

I wish to 'buy to let' in the UK but am not sure whether I would be liable for tax as I am resident in Zambia and have an offshore bank account into which the tenant's rent would be paid.
